Arunachal Pradesh is in India?

Maybe. But the entire region of Arunachal Pradesh is claimed by China.

Recently, China has refused to grant a visa to an IAS officer from Arunachal Pradesh.

Reason?

Since he is from Arunachal Pradesh, he cannot be given a visa as he is a chinese citizen.

Can he apply for a chinese passport? Does he need an indian visa to visit Mumbai?

Do India have any foreign policy as a policy?

Or we have only "foreigner" policy?

I just hope no person from Arunachal Pradesh would have a wish to get a chinese visa during his life-time.

By the way, do chinese allow missionaries to function in their Zangnan?

'India' is an artificial construct where many Nations are subjugated by neo-Colonialism.
Southern Tibet('Arunachal')people are Chinese(do they look Indian??) and very soon they will rejoin their own home.Indian colonialists should not mistake Chinese patience for weakness a la 1962.

Our Chinese friend is asking, do Arunachal pradesh people look like Indians? Now my question is do Chinese look like Chinese? For me they look very much like Japanese. Hope Japanese are no longer interested in China.

As Anonymous pointed out, physical look cannot be the only factor behind the formation of nation states.

Moreover, till yesterday - figuratively speaking, China was a conglomeration of feudal dynasties just like any other human settlements.
